ABOUT ACCESS

Access is a shared-ride public transportation service, providing origin-to-destination transportation services for individuals whose disabilities prevent them from riding Metro buses. To use Access, you must first apply and be approved for service, a process that can take up to three weeks.

Eligibility

To qualify for Access services, applicants must meet one or more of the following criteria:

Inability to independently board, ride, or disembark from an ADA-accessible vehicle due to a physical or mental impairment.

Individuals who can use a lift-equipped vehicle but cannot access specific routes due to non-ADA compliance.

Specific impairment-related conditions preventing travel to or from fixed-route boarding locations.

Temporary conditions that impair mobility are eligible for limited Access service.

Some individuals may qualify for fixed-route use under specific conditions, with eligibility documentation outlining these conditions.

ACCESS APPLICATION

Step 1: ADA Paratransit Eligibility Certification

Access requires an eligibility application submitted, describing your disability or condition that prevents you from utilizing the fixed route service. Access no longer accepts applications by mail or fax. Applications are available in digital format or downloadable PDF. Your disability or condition must meet ADA requirements for certification. After submitting their application, applicants must call 513-632-7586 to schedule an in-person transportation skills assessment. 

Step 2: In-Person Interview and Assessment

The application process includes an in-person functional skills assessment and interview. Assessments are conducted at 7000 Montgomery Road Silverton, OH 45236.

All applicants (new applicants and recertifying customers) must present a valid photo ID at the time of their functional skills assessment.

The assessment will not be processed without both a complete ADA Transportation Application and a valid photo ID. Applicants will need to reschedule their assessment appointment if they are unable to provide both items at the time of their appointment.

For recertifications, applicants may experience a lapse in service if they do not keep their assessment appointment or fail to complete the entire process by their expiration date.

HOW TO RIDE ACCESS

Access Fare

  • Hamilton County: $4.00 (As of April 4, 2021)
  • Access fares can be paid in any combination of cash and tickets equaling the exact fare.
  • Access tickets cannot be accepted for fares on any Metro route.


Arranging Travel

Once you are certified for Paratransit service and have received your eligibility information packet, you may begin to use the service.

  • Call Customer Care at 513-531-8888 to make a reservation.
  • When making a reservation please have the following information.
    • Your name or ID number.
    • The date you would like to travel.
    • The address of both pick up location and destination.
    • The time you need to arrive at your destination.
    • The time you need to be picked up for your return trip.
    • Whether you will be traveling with a companion and / or personal care attendant.
    • Special instructions for the driver.

Please listen carefully to the receptionist as they confirm your reservation. This will assist in providing accurate information for your trip.

Travel Tips

  • After making your reservation you will be given a 30-minute “pickup window” and this is when the Access driver is scheduled to arrive. Be ready to travel at the beginning of your pickup window and make sure you are in an area where you can see or hear the bus when it arrives.
  • The Access driver will wait 5 minutes. If you do not board within the 5-minute window, the bus will leave to pick up the next customer and you may be considered a no-show.
  • When your vehicle arrives, the driver will assist you on/off the vehicle lift or steps, secure your wheelchair or scooter, fasten your seatbelt and collect the fare.
  • Eating, drinking and smoking are prohibited on all Access vehicles.
  • Unexpected delays may arise from traffic conditions, inclement weather and stops required for other passengers.
  • Be aware of the opening and closing times of your destination to avoid waiting outside. If your destination is closed at the time you arrive, the Paratransit driver cannot wait with you until it opens.
  • Wait where you can see the bus arrive, or where the driver can see you. Drivers cannot enter your home.
  • Paratransit drivers will secure all mobility devices.
  • Paratransit vehicles are equipped with seat belts for passengers. All riders are asked to use the seat belts.

Driver Responsibilities

Access’s goal is to accommodate all Paratransit riders. However, drivers are not allowed to:

  • Lift you in and out of wheelchairs or scooters. You must provide your own Personal Care Attendant (PCA) or escort for assistance. A PCA can ride free of charge.
  • Leave the vehicle for lengthy periods of time.
  • Leave other passengers unattended.
  • Take actions that would be clearly unsafe (i.e., back a vehicle more than a car length, enter a narrow drive., etc.)
  • Clear snow, ice or other objects from your steps, driveway or walkway.
  • Lock or unlock house doors.
  • Load or unload personal items.
  • Carry groceries and packages.
  • Installing child safety seats.

Service Limitations

  • If it is determined that a location you would like to travel to or from is not safe to maneuver in one of our paratransit vehicles, we will not be able to serve that location (e.g. dangerous double parking, required backing of the vehicle, low hanging branches, not safe area to board the vehicle, etc.). Arrangements may be made for an alternative pick-up address that is safer.

Visiting Cincinnati

PARATRANSIT SERVICE FOR VISITORS

Visitors to the Metro service area who have been certified as eligible for paratransit services in their hometown may be eligible to receive temporary paratransit services from Access. This also applies to Access passengers who wish to travel to other cities that offer their own paratransit services. The temporary period is limited to 21 days of paratransit service.

Please contact the eligibility office at 513-632-7586 as far in advance as possible to inquire about temporary visitor service. Visitors must provide current ADA eligibility for paratransit service from the city, region, or jurisdiction in which they reside. Visitors who require more than 21 days of service in the calendar year will be required to apply and complete the full Access eligibility process. TRAVEL TRAINING

Access offers 1-on-1 and group travel training sessions. Travel Training is a free service providing seniors and individuals with disabilities information on how to safely and independently navigate and travel utilizing Metro’s fixed route transit service.

What does Travel Training include?

Travel Training sessions are tailored to the individual’s needs. Your Travel Trainer will provide solutions that best fit your situation, abilities and needs. You may learn how to:

  • Plan your trip
  • Ride specific routes
  • Read and understand route maps and schedules
  • Get to and from your bus stop
  • Recognize bus numbers, bus stops, and landmarks
  • Pay fares and purchase passes
  • Use the lift or ramp to board with a mobility device
  • Position your mobility device on the fixed route bus
  • Use the phone and/or Internet to plan your trip
  • Cross the street safely
