Chief Executive Officer

Marilyn Shazor’s career is a testament to the power of commitment. As an African-American female graduate of West Point with a degree in aerospace engineering, Ms. Shazor is no stranger to blazing trails.

Her early career as a member of the United States Army shaped her leadership style and helped her to excel as an administrator through rigorous training and priceless experience in the field. As the Company Executive Officer and Human Resources Manager for her unit in 1989, Ms. Shazor administered the training, health, logistics, promotions and benefits for her 140-personnel unit. In 1990, Ms. Shazor was promoted to manage the administrative operations of a unit of 700 personnel and coordinated their return from the Gulf War.

Once Ms. Shazor completed her service to the armed forces she immediately looked for a position that could help further develop her management skills. As a Project Engineer for the James River Corporation, she was responsible for project planning, development, scheduling and cost control for plant level engineering projects in a union facility in Pennington, Alabama.

Being a trailblazer, this did not hold Ms. Shazor's interest for long. In 1993 her desire for greater challenges led her to accept the Project Manager position for Mead Corporate Engineering in Dayton supervising multi-million dollar engineering and construction projects. In 1999 Ms. Shazor was recognized by US Black Engineers magazine and US Hispanic Engineers as one of the nation's top 100 women of color in science and technology.

Desiring a career change, Ms. Shazor moved into the automotive industry by joining the Japanese automotive supplier Green Tokai in Brookville, Ohio, as General Manager of Human Resources. Here she spearheaded an organizational development program whose programs and processes assisted in bridging the communications gap between Japanese staff and American managers and employees.

With a few more years of experience, Ms. Shazor decided to return to school, earning an M.B.A. from the prestigious Ross School of Business at the University of Michigan Ann Arbor. After a time with the Cincinnati Metropolitan Housing Authority overseeing their Human Resources, Marketing and Legal Services, Ms. Shazor began her newest endeavor as the Chief Operations Officer for Metro.

When Ms. Shazor joined Metro's team in the spring of 2006 she was faced with a variety of challenges as an aging workforce and changing industry met head on. Through innovative processes and leadership by example she has already helped to change the culture of a more than 900 employee organization. Managing an operation that provides more than 22 million rides per year to the citizens of Greater Cincinnati is no easy task, yet Ms. Shazor has done so with the grace and savvy of someone far beyond her years.

In 2008, she was promoted to CEO of Metro, leading this $90+ million organization and its 900 employees. She is the first woman and the first African-American to hold this position in Metro's history. Ms. Shazor currently serves on the boards of the Ohio Public Transit Association, Cincinnati Symphony Orchestra, Fine Arts Fund, YWCA and Chatfield College. She also volunteers her time to serve on various committees with other groups such as the YWCA, United Way, the Cincinnati USA Regional Chamber, and the City of Cincinnati.

Director, Legal Affairs/Risk Management

William J. Desmond is Director of Legal Affairs/Risk Management. As in-house counsel, Mr. Desmond provides legal advice and support to the management team and is responsible for management of Metro’s legal affairs. He oversees claims and litigation, labor and employment disputes, Workers’ Compensation, transportation and industrial safety programs, and the utilization of outside counsel.

Mr. Desmond received a B.A. from Xavier University and his law degree (J.D.) from Northern Kentucky University’s Chase College of Law. He is admitted to the practice of law in Ohio, the U.S. District Court for the Southern District of Ohio, and the U.S. Tax Court. He is a member of the Ohio State and Cincinnati Bar Associations.

Prior to joining Metro, Mr. Desmond was a litigation attorney in private practice. His experience encompassed a broad range of civil litigation in state and federal courts, including personal injury, products liability, insurance defense, transportation law, and labor-employment matters.

Mr. Desmond is a member and former chair of the Risk Management Committee of the American Public Transportation Association (APTA) and is a member of the APTA Legal Affairs Committee. He is a past president of the Cincinnati Chapter of the Risk & Insurance Management Society, Inc. (RIMS).

Chief Development & Marketing Officer

Darryl’s relentless focus has been devoted to helping and motivating those around him. He simply enjoys seeing people succeed. He brings a unique and rare combination of discipline and optimism to his role. He devotes significant time to teaching leadership principles, morale and values inside and outside business. His integrity is unquestionable and infectious. Dialog and interaction with Darryl always produces a beneficial result for either the individual or the business – and, many times both.

In his time with Metro, Darryl has revolutionized the call center, sales office and other customer relations functions. During his tenure as Director of Customer Relations, he Increased balancing to 98%, increased inventory accuracy by 95%, implemented system upgrades that increased calls handled by 31% and decreased average speed of answer by more than 50%. He also implemented performance metrics that improved team continuity, reduced Accounts Receivable past due collections by more than 95% and has led several successful contract negotiations.

He has held previous positions in the healthcare distribution and financial institution industries, where he earned many awards for sales, leadership and profit improvement.

Darryl holds a B.A. in Business Administration from the University of Cincinnati and is a Cincinnati native and graduate of Withrow High School.

He is a member of the national Conference Of Minority Transportation Officials (COMTO) and also a vocal entertainer with Cincinnati group The Mistics.

Chief Administrative Officer

Sallie Hilvers serves as Chief Administrative Officer for Metro, overseeing Marketing & Communications, Government Relations, Transit Development, Customer Relations and Human Resources. Ms. Hilvers also serves as Metro’s Public Information Officer, responsible for public and media relations for the Metro transit system, which provides about 23 million rides per year in Greater Cincinnati.

Her previous positions at Metro include Chief Communications Officer, director of Public Affairs and director of Marketing and Communications.

Before joining Metro in 1990, Ms. Hilvers was manager of Corporate Communications for Community Mutual Blue Cross & Blue Shield. In this capacity, she was in charge of statewide public and media relations, internal communications, legislative communications, and public affairs.

Ms. Hilvers holds a Bachelor of Arts degree in English Literature from the University of Cincinnati, where she taught Business Communications and English while pursuing graduate studies in Marketing. She is currently pursing a Master of Science degree in Organizational Leadership from the College of Mount St. Joseph.

Ms. Hilvers has won numerous awards for her work in public relations and employee communications.
